Pembina, Trans Mountain Team Up on West Coast Line

Trans Mountain Corporation, the Alberta Petroleum Marketing Commission and Pembina Pipeline Corporation are joining forces. The trio will form and lead a new jointly owned company to push the proposed West Coast Oil Pipeline forward, following Alberta's formal submission to the Major Projects Office on July 2. Pembina takes an initial 10 percent economic stake through construction, with an option to add another 10 percent once the project reaches commercial operation, while Trans Mountain and the Alberta commission split the rest evenly.

Each partner brings something distinct to the table. Trans Mountain will handle construction and file the regulatory submissions needed to keep the project moving, while Pembina supplies decades of pipeline design and operations experience. Together, the partnership is built to cover the pipeline's full lifecycle rather than a single piece of it.

At roughly one million barrels a day of proposed new capacity, this project would dwarf the recently completed Trans Mountain Expansion, making it a far bigger addition to Canada's export network. Room remains, too, for meaningful Indigenous equity participation, with consultations on that front set to begin alongside the wider regulatory process.

October 1 looms as the date Ottawa wants to decide whether the project counts as being in the national interest. That timeline pressures the new ownership group to move fast on design and stakeholder engagement, even as talks with potentially affected Indigenous communities continue. Should the listing go through as planned, construction could start as early as September 2027.
