A trilateral pact moves Canada's largest carbon capture pipeline project toward commercial structuring.

Six million tonnes of carbon dioxide a year, moved through a single hub near Cold Lake, would once have sounded like wishful thinking. Now it has a signature. Canada's federal government, the Alberta government and the Oil Sands Alliance have signed a memorandum of understanding to advance the Pathways carbon capture and storage project, clearing a condition attached to the accompanying West Coast oil pipeline proposal. Emissions gathered from several oil sands facilities would travel through a dedicated pipeline system by the mid-2030s.
The timing is no coincidence. The agreement was signed on July 2, the same day Alberta filed its formal pipeline proposal with the federal Major Projects Office, tying the CO₂ network's fate directly to the broader export pipeline decision. Governments and producers have also agreed to pursue policies meant to spur oil sands production growth, ensuring both projects have enough oil and emissions to justify their existence once built.
What follows is less glamorous than the signing ceremony but more consequential. Years of open-ended policy uncertainty are giving way to commercial structuring, with definitive Pathways agreements expected this fall. Carbon Capture Canada, the industry's national convention in mid-September in Edmonton, will test whether investors believe the bankability case as much as the politicians do.
For engineers, the appeal lies in the plumbing. Pathways would rank among the largest dedicated CO₂ pipeline projects Canada has proposed, demanding material choices, safety protocols and integrity standards distinct from ordinary hydrocarbon transport. As the details firm up, the project looks set to become the template other Canadian carbon and hydrogen networks are measured against.
